Pgs. 463-464: Code doesn't run!

The code on pgs 463-464 is incorrect. It doesn't run as the author suggests it should. My guess is that the text surrounding it is incorrect, too. Can anyone else confirm or deny that the code doesn't run? Better yet, can anyone give a correct explanation of the code?
Orthogonally, I couldn't get the final version of r4rmusic to run, even when I tried to run the downloaded source code! I'm using the latest version of InstantRails, on WinXP. The first version of the web app worked correctly.
